Need quick Windows hack

I have a terminal application that I want to send data into, probably via the Windows API. I'd a perl dev myself, just not on Windows.

I need to have a small program that takes a string, does a look up, and sends info into another window and makes it active.

I imagine this is very simple.  I'll have quite a bit more after this piece is completed.  Probably ongoing for a number of months.
