I'm not sure what business model JT has in mind, but I see two options:
1) Hosted by mobrater.com, advertising supported(?). Allow me to create
a custom topic such as "Things that we think vendor X should improve in Y".
2) Hosted locally, for querying customers about how much they love-hate
our services. Open Source? Honestly to JT, the concept can be copied
relatively easily, you would have a hard time charging a lot without
driving people to invent clones, which could hurt your chance of driving
customers to your hosted option.

We won't be offering it open source. The second model will be simply a cheaply hosted version. Something likely about $10 per month. And it will remove ads and allow a few extra features.

The basic concept could be easily copied, however, all the administrative and reporting functions that also come with Mob Rater make it unlikely that anyone would bother. It would certainly cost them more than $10 per month to build it and host it.
