We've been using the Madison Public Library for about 9 months now to do the technical presentations for MadMongers. In general, I'd say it's been a great location.

It has the following plusses:

Free
Clean
Quiet
Tables
Big space, with room to spread out, and host lots of attendees
Projection Screens in each room

The following things are the problems we've had with it:

No free parking, so you have to park in one of the nearby ramps. However, we've recently overcome this because one of our members has arranged free parking at the government building across the street.
No beverages or food like there would be at a pub.
Library closes at 9pm so talks cannot run long.
